Barangay kapitan kinahanglan gyud mag SOBA og posibleng mapalagpot sa puesto

DAKBAYAN SA DABAW (Marso 12) — Kinahangalan gayud mohatag sa iyang taho sa katawhan ang matag barangay kapitan matag Marso ug Oktober, ang dili motuman posibleng mapalagpot sa puesto.

Subay sa gitakda sa Local Government Code, kinahanglan maghimo ug State of the Barangay Address (SOBA) ang mga kapitan, ug kini himoun sa bulan sa Marso ug Oktobre kada tuig, ug kini pagatambungan sa mga molupyo gikan 15 anyos pataas.

Sumala ni Alex Roldan, ang director sa Department of the Interior and Local Government (DILG) XI, mag-atubang ug kasong administratibo ang dili mosubay sa balaud ug posibleng matanggal sa puesto.

Sa pakighinabi sa NewsLine.ph, gibutyag ni Roldan “Adtong niaging tuig, duha ka kapitan sa Luzon ang napasakahan ug kaso, ug sila napalagpot sa puesto kay wala sila nakahimo ug SOBA, ang nakapasamot sa kaso kay ilang gitaho nga naghimo na sila.”

Ilawom sa Section 397 of the Local Government Code of 1991, gimanduan ang tanang barangay kapitan nga maghimo ug SOBA aron mahibaw-an sa katawhan ang mga nahimo ug ang plano sa barangay, ug mga proyekto niini labi na ang buhis ug pinansyal nga report sa maong lugar.

Niadtong October 2018, gipirmahan ni President Rodrigo Duterte ang Proclamation No. 599 nga ideklara nga himoun ang Asembleya sa Barangay matag Sabado ug Domingo sa bulan sa Marso og Oktobre.

Matud ni Roldan, tanang opisyal sa barangay kinahanglan maghimo ug taho sa mga panghitabao ug report pinansyal para sa second quarter sa milabayng tuig.

Kinahanglan mahibaw-an sa katawhan ang mga ordinansa sa barangay, mga pamalaud nga gipatuman labi na sa Solid Waste Management Program, anti-drug council, ang organisayon nga naa sa barangay, sama sa development council, peace and order council for the protection of children, og ang violence against women’s desk.

Giklaro ni Roldan nga ang dili maghimo sa maong asembleya, usa ka paglapas sa balaud ug mamahimong silutan ang mga malapason.-ezc/NewsLine.ph
