DAVAO CITY, Philippines — The Land Transportation Office (LTO) XI warns new vehicle buyers not to accept their uniits without the licensed plates and registration documents or run the risk of getting apprehended and pay penalties.
Eleanor S. Calderon, operations chief of the LTO XI told Newsline.ph “many car and motorcycle dealers release brand new units without the licensed plates sans registration and most of them are getting apprehended.”
In a Memorandum Circular issued by the LTO central office to all dealers and suppliers, the agency warns the establishments not to release any unregistered unit.

Operating an unregistered vehicle carries a penalty of P10,000 while operating a vehicle with no licensed plate or temporary plate attached carries a penalty of P5, 000.
But as it is now, the LTO does not have a licensed plate to provide, so dealers are advised to register the vehicle and secure temporary plate before releasing the unit to the buyer.
Usually, an unlicensed brand new vehicle does not have a licensed plate which means the owner pays P15,000 for the violation.
The memorandum, Calderon said “If the vehicle is released to the buyer without proper documents, the supplier will be held responsible for the violation.”
But Calderon said they discovered the dealers release the units without the licensed plates.
In many adjudication procedures, Calderon said t buyers admit they signed the waiver that if the motors or vehicles will be apprehended-they will not be held liable as the new owner assumed full responsibility in running the vehicle without proper documents.-Editha Z. Caduaya/Newsline.ph
