DAVAO CITY — To realize the long-dreamed title for the tillers, the Department of Environment and Natural Resources (DENR) is now collaborating with with  Local Government Units (LGUs) to distribute the lands to its tillers.

The DENR recently crafted a mechanism for the improvement of land sector, the DENR-XI and the LGU of Sulop and Malalag recently signed a Memorandum of Partnership Agreement (MOPA) in a ceremony held at the Provincial Environment and Natural Resources Office (PENRO) Digos, Davao del Sur.

The partnership agreement is a strategy to improve land administration and management, which is one of the 10 priority programs of DENR Sec. Roy A. Cimatu. It is also in consonance with Department Administrative Order No. 2011-06 which gears towards bringing down public land titling to the local level.

The DENR recognizes the dedication of the LGUs to increase land-related services to its constituents and  acknowledges their role in contributing to the effective development, administration and management of the country’s land resources.

Thus, and with the common goal of providing efficient land services to the people, the MOPA will be implemented within the next five(5) years and can be renewed for the same duration should both parties desire.

The Rapid Land Tenure Appraisal (RLTA) will be applied, a process to obtain a clear picture of the land tenure situation on the ground before land titling operations are entered into the area. It is intended to determine the approximate workable lots in a particular area.

The MOPA was signed between then DENR XI through the Regional Executive Director Bagani Fidel A. Evasco and representatives of the LGU who are Mayor Jose Jimmy Sagarino of the Municipality of Sulop and LGU Malalag Representative MENRO Myrna Relativo.
