DAVAO CITY, Philippines —(UPDATED 7-1-2024) – Brigadier General Nicolas Torre III, the newly installed Police Regional Office XI director, convened a virtual command conference with Davao City Police Office station commanders and headquarters officers at dawn on Friday, setting a new record for early meetings.
Despite being informed days in advance, officers had to rise early for the 5:00 AM Zoom conference.
“It was the first time we were up at 4:00 in the morning for a command conference,” an officer told Newsline on Saturday.
During the conference, Torre inquired about various operational concerns and received briefings from the station commanders.
One officer, who requested anonymity, noted Torre’s observation that, from January to June 27, 25 crime incidents involving murder and homicide were recorded, while cases of physical injuries were very low.
“Sa Davao walang rumble, hindi na nagsusuntukan ang mga tao dito, nagpatayan na agad (In Davao, there is no rumble. People don’t fight here anymore; they kill each other immediately),” Torre remarked.
It turned out that this was the second time Torre had made the same statement, with the first instance occurring during Commissioner Edilberto Leonardo’s executive visit on June 29.
The regional commander praised the Davao 911 emergency center and acknowledged the strong support from the city government towards the DCPO.
He emphasized the need for the police to reciprocate with excellent service, particularly by strictly adhering to the three-minute response time for crime incidents.
A source from the conference mentioned that issues related to Apollo Quiboloy and drug-related killings were not discussed during the meeting.
However, officers who provided notable answers received incentives, with some earning P2,000 via GCash for their responses. San Pedro Police Chief Major Michael Uyanguren received a total of P4,000, while Bunawan Police Chief Major Jake Goles received P2,000.

The source recalled that during Torre’s first visit to the Davao City Police Office for a command conference, he awarded P1,000 each to station commanders and officers who brought their handheld radios.
Before concluding the conference at 7:00 AM, Torre reiterated the importance of strictly complying with the three-minute response time for crime incidents.
