DAVAO CITY, Philippines — The Anti-Red Tape Authority (ARTA) on Tuesday recognized three local government units (LGUs) in Misamis Oriental for their efforts in simplifying business processes with the government.

ARTA Secretary Ernesto Perez who viewed the video testimonies of the different business operators who revealed they were satisfied with the new system in their business transaction with the local government’s simplified procedures, awarded certificates of commendation to the LGUs of Manticao, Alubijid, and Laguindingan for adopting the electronic Business One-Stop Shop (eBOSS).

In his speech, Perez described Manticao Municipal Mayor Stephen Tan as “The ARTA Champion in this part of the world.”

“This year, we are targeting at least 200 LGUs to adopt the eBOSS system to ensure faster client transactions,” Perez said in an interview with PNA.

Perez noted that LGUs implementing eBOSS, in collaboration with the Department of the Interior and Local Government (DILG) and the Department of Information and Communications Technology (DICT), have shown improved bureaucratic processes and reduced instances of red tape.

The eBOSS system streamlines the procedures for filing applications and issuing local business licenses, permits, clearances, and authorizations through a single digital portal provided by the LGU.

LGUs are mandated to implement eBOSS as part of Republic Act 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act.

Nideliza Fe Nacilla, DICT focal person in Northern Mindanao for eBOSS implementation, stated that 54 LGUs in the region are actively using the program.

“Some LGUs have developed their systems, but we advise them to ensure alignment with the ARTA checklist,” she said.

Manticao Mayor Stephen Tan encouraged other LGUs to implement eBOSS, citing its potential to attract additional investors.

Misamis Oriental Governor Peter Unabia expressed his goal to implement eBOSS in all provincial LGUs before his term ends, aiming to digitalize business processes and enhance the province’s competitiveness for investors.-with a report from Nef Luczon (PNA)
