PS-DBM cancels PhilGEPS Membership of Nine Discaya-Linked firms

MANILA (September 6) – The Procurement Service of the Department of Budget and Management (PS-DBM) has cancelled the Philippine Government Electronic Procurement System (PhilGEPS) membership of nine companies linked to Sarah Discaya, following the revocation of their Philippine Contractors Accreditation Board (PCAB) licenses.

Under the Implementing Rules and Regulations of Republic Act No. 12009, or the New Government Procurement Act (NGPA), a valid PCAB license is required to obtain and maintain PhilGEPS Platinum Membership. Contractors without this certification are barred from participating in government procurement projects.

In Resolution No. 075, issued on September 1, 2025, the PCAB ruled that the nine Discaya-associated firms violated licensing rules and procurement laws due to evidence of collusion in bidding for government flood-control projects.

The affected companies are:

  • St. Gerrard Construction Gen. Contractor & Dev’t Corp.
  • Alpha & Omega Gen. Contractor & Dev’t Corp.
  • St. Timothy Construction Corp.
  • Amethyst Horizon Builders & Gen. Contractor & Dev’t Corp.
  • St. Matthew Gen. Contractor & Dev’t Corp.
  • Great Pacific Builders & Gen. Contractor, Inc.
  • YPR Gen. Contractor & Construction Supply, Inc.
  • Waymaker OPC
  • Elite Gen. Contractor & Dev’t Corp.

Sarah Discaya, who testified under oath before the Senate Blue Ribbon Committee on September 1, has been linked to anomalous flood-control projects after her companies repeatedly joined bidding processes that allegedly influenced their outcomes.

The PS-DBM, through its PhilGEPS Office, immediately notified the firms of the cancellation of their Platinum Membership.

The agency emphasized its commitment to transparency and fairness, assuring the public that safeguarding the integrity of government procurement remains its top priority amid the ongoing investigations.
