Marantan Rallies Commanders to Uphold Integrity, Unity Under Nartates’ 7-Point Reform Agenda

MALOLOS CITY, Bulacan (October 24) — Police Brigadier General Hansel Marantan has called on fellow law enforcers to strengthen accountability, unity, and integrity within the Philippine National Police (PNP), as he expressed full support for the reform and modernization agenda of PNP Chief Police General Melencio Nartates.

In his speech during the public screening of the documentary Sa Likod ng Tsapa in Malolos City, Marantan emphasized that the police force must move as one under a single chain of command and vision, emphasizing loyalty to the Constitution and the Office of the President.

“We only have one Office of the President — we need to protect the country. We need to follow one command,” Marantan said. “We cannot just keep changing and changing. We need to support each other for our country to prosper.”

He stressed that leadership in the police institution must be rooted in accountability and values.
“As commanders and leaders, we need to be held accountable for all our acts,” he said. “Let us have a sense of propriety and a sense of values.”

Marantan also reminded commanders to look after their subordinates, noting that leadership failures have consequences beyond the organization.
“As commanders, we need to protect our men and women and staff, because if we fail, we are causing irreparable damage to our men and their families,” he added.

The general reiterated his support for PNP Chief Nartates’ seven key programs, which he described as a “comprehensive roadmap” to restore discipline and professionalism across all units. These include:

  1. Integrity Development Program – strengthening moral foundations and ethical leadership within the ranks;
  2. Internal Cleansing and Accountability – weeding out erring personnel and restoring public trust;
  3. Capability Enhancement and Modernization – equipping the police with modern tools, training, and systems;
  4. Community Engagement and Partnership Building – fostering stronger police-community cooperation;
  5. Wellness and Family Support for PNP Personnel – ensuring the physical, emotional, and mental welfare of police officers;
  6. Digital Transformation and Smart Policing – integrating technology and data-driven strategies in law enforcement; and
  7. Enhanced Disaster Response and Public Safety Preparedness – improving readiness and coordination during emergencies and calamities.

Marantan’s message resonated deeply with the themes of Sa Likod ng Tsapa, a documentary that chronicles his own life as a police officer — from his battles against organized crime to the trials that tested his faith in the institution he serves. The film, he said, is “a reminder that the badge we wear is not a privilege, but a responsibility to serve with honor and sacrifice.”

The event, attended by PNP Bulacan officials led by Provincial Director PCol Angelo Garcillano and Malolos City Mayor Atty. Christian Natividad, was both a reflection and a reaffirmation of the PNP’s mission to serve and protect with integrity under the leadership of General Nartates.-Althea beatrice Caduaya-Felizarta
