BARMM launches guidebook to protect children caught in conflict

COTABATO CITY (November 5) — A new guidebook is set to strengthen the protection of children caught in armed conflict across the Bangsamoro region.

The Ministry of Social Services and Development (MSSD) officially launched the BARMM Protocol on Handling Children in Situations of Armed Conflict (CSAC) on Monday, aiming to ensure that children are treated as victims, not offenders.

“This protocol unites all BARMM ministries and agencies under one clear framework for protecting children during conflicts,” said MSSD Director Hasim Guiamil, speaking for Minister Atty. Raissa Jajurie.

The guidebook prohibits the interrogation, detention, or prosecution of minors linked to armed groups and outlines procedures for rescue, rehabilitation, and reintegration.

Aligned with Republic Act 11188, it builds on national laws that safeguard children from abuse, violence, and exploitation.

Guiamil urged communities and agencies to work together in upholding these protections.

“Let’s make sure the next generation inherits peace, not the struggles of the past,” he said.

The launch coincided with Bangsamoro Children’s Month, which highlights efforts to protect youth from both offline and online abuse.
