ICI to review contract of damaged flood control project in Davao

DAVAO CITY (November 7) — The Independent Commission for Infrastructure (ICI) is set to review the contract of the Matina Gravahan flood control dike after a joint inspection with the Department of Public Works and Highways (DPWH) found structural damage less than two years after the project’s completion.

ICI Special Adviser Rodolfo Azurin Jr. said the project’s early deterioration raises concerns about construction quality and compliance.

“We need to revisit the contract to determine possible sanctions against the contractor and those involved in the project’s implementation,” Azurin said.

The inspection also covered the rockfall netting at Junction Shrine Hills along the Davao City Diversion Road. Azurin said initial findings suggest the damage may be linked to material issues, pending the results of DPWH’s technical tests.

Constructed in 2021 and completed in 2023, the dike was damaged in February 2024. However, repairs have been delayed due to funding constraints and a dispute between the contractor and a private landowner. The DPWH-Davao Region earlier announced plans to mediate to expedite the repair works.

Azurin added that the ICI is currently investigating 421 flood control projects nationwide to ensure accountability and proper implementation of government-funded infrastructure.
