COTABATO CITY (November 13)  — Bangsamoro Interim Chief Minister Abdulraof “Sammy Gambar” Macacua has called on young leaders across the region to rally behind the government’s vision of moral governance and become frontliners of change in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Speaking before hundreds of Sangguniang Kabataan (SK) chairpersons and local youth development officers (LYDOs) during their first regional congress on Monday, Macacua urged the youth to stand united and lead with values anchored in integrity, accountability, and compassion.

“The Bangsamoro story does not end with our peace agreements — it continues through how you serve your barangay, shape your councils, and live by the values we fought for,” Macacua told the participants.

Organized by the Bangsamoro Youth Commission (BYC), the three-day congress carries the theme “Transforming Initiative, Developing Institutions for Moral Governance (TINDIG)” — a youth-led platform to align local initiatives with the BARMM’s moral governance framework.

BYC Chairperson Nasserudin Dunding said the gathering aims to strengthen youth leadership structures and ensure that programs across the region reflect good governance principles.

Macacua said TINDIG SK embodies the call for a new generation of leaders “ready to lead with faith, intelligence, and moral courage.”

“This is how we build a stronger, more united, and forward-looking Bangsamoro,” he said.
