MANILA(December 16) — The Philippines has launched its First Philippine Strategic Plan Against Online Sexual Abuse and Exploitation of Children (OSAEC) and Child Sexual Abuse or Exploitation Materials (CSAEM) for 2025–2028, aiming to turn the tide against online child abuse and give survivors a stronger voice.
The plan, unveiled on December 11 by the National Coordination Center Against OSAEC and CSAEM (NCC-OSAEC-CSAEM), is the result of extensive consultations with over 300 stakeholders, including victim-survivors, social workers, law enforcement, and civil society organizations.
“For children who have already suffered, every delay in action is another day of harm,” said one survivor who participated in the consultations.
“Knowing that the government and society are working together to prevent abuse gives us hope that other children won’t have to endure what we did.”
DOJ Undersecretary Nicholas Felix Ty emphasized that the plan is a whole-of-nation commitment, combining prevention, protection, prosecution, and partnerships to safeguard every child in the increasingly digital world.
The strategy focuses on prevention and advocacy, protection and response, law enforcement and compliance, and partnerships and networking, while ensuring programs are child-sensitive, gender-responsive, and disability-inclusive.
Barbara Mae Pagdilao-Flores, OIC-Executive Director of NCC-OSAEC-CSAEM Secretariat, stressed the need for concrete action: “Each sector holds a piece of the solution. Our hope is that this day marks a turning point — when commitments are translated into real change for children whose lives will be safer because of what we chose to do.”
By centering survivor experiences, the 2025–2028 plan seeks to ensure that children are not just protected on paper, but in practice, reinforcing accountability, justice, and digital safety across the nation.
