BEYOND TEEN PREGNANCY: Davao’s Fight to Shield Young Girls from Adult Exploitation and Systemic Silence

DAVAO CITY  (October 23)  — Behind the clinical data on adolescent pregnancies lies an alarming reality that Davao officials are finally confronting head-on: the rising number of pregnant children in the region is not just a public health issue, but a critical child protection crisis driven by adult predators.

In response to a disturbing surge in cases involving girls as young as 10 years old, the Davao City Local Government Unit (LGU), alongside partner agencies, is establishing a standardized referral protocol. The system aims to ensure that pregnant girls aged 16 and younger receive immediate protection, comprehensive health assessments, and legal and social care.

More than just tracking health outcomes, local authorities are pivoting toward a social protection framework to dismantle the culture of silence surrounding child abuse, statutory rape, and illegal child unions.

Unmasking the Predators: The Reality Behind the Data

Recent data from the Philippine Statistics Authority (PSA) reveals a grim trajectory for the Davao Region:pregnancies among children aged 10 to 14 climbed to 284 cases in 2024, up from 240 in 2022. The region now holds the country’s highest proportion of pregnancies among girls under 15, accounting for 2.4 percent of the national total.

However, the most damning detail lies in who is fathering these children. Of the reported cases where the fathers’ details were documented, 87 percent involved adult men.

“We are seeing a very disturbing situation. These predators are adults preying on these 10- to 14-year-olds,”emphasized Jeff Fuentes, Regional Director of the Commission on Population and Development (CPD-Davao). “Even a single case of a 10- to 14-year-old getting pregnant is already alarming. This is not purely a health issue, but a social protection issue. As a society, we are failing in protecting our children.”

Closing Systemic Gaps: Referral, ProtecTEEN, and RA 11596

To tackle this multi-layered crisis, the city government and the City Social Welfare and Development Office (CSWDO) convened a strategic meeting on October 15, 2026, bringing together 15 key stakeholders—including health officials, social workers, indigenous representatives, and youth leaders.

The proposed referral protocol seeks to eliminate delays in reporting and care by connecting health facilities, social welfare offices, and law enforcement seamlessly.

Additionally, CPD-Davao is collaborating with the Department of Social Welfare and Development (DSWD-Davao)—led by Regional Director Benchie Gonzales and Assistant Regional Director Atty. Robert Kevin Evangelista—to integrate the ProtecTEEN Program into local governance. This strategy aims to enforce Republic Act 11596, the law prohibiting Child, Early, and Forced Marriages (CEFMU), which are frequently used to cover up statutory abuse under the guise of custom or family arrangement.

Data-Driven Interventions and Community Protection

Moving forward, the Davao LGU plans to analyze its 2024 case registry using Civil Registration and Vital Statistics (CRVS) alongside the Community-Based Monitoring System (CBMS). By examining household structures, socio-economic factors, and perpetrator profiles, authorities hope to pinpoint vulnerabilities and tailor interventions directly to high-risk communities.

For child advocates and regional leaders, the mandate is clear: health interventions alone cannot solve statutory abuse. Protecting Davao’s children requires treating every underage pregnancy as a potential protection breach, holding adult offenders accountable, and ensuring that no child is left vulnerable to exploitation.
