Davao authorities use empty Coffins, FM pass to prevent residents from going out

DAVAO CITY — The authorities here are trying their best to discourage people from going of out their houses by using some tools that will either scare or prevent unnecessary travel.

On Friday night, the city government through its Facebook page announced the reimposition of the Food and Medicine Pass starting November 17, 2020.

While At least two police precincts at the city’s urban center, namely Toril and Matina Crossing, displayed empty coffins along the major streets with words written “Stay at Home or Stay inside”, which means if they go out of their houses they run the risk of getting inside the coffin.

On Monday night, Mayor Sara Duterte-Carpio released Executive Order No. 62 which provide the following guidelines for those who want to enter Davao City:

1. For Work, any of the following:a. Employee Id; b. Certificate of Employment; c. Certification of Labor/Service (for those without employer-employee relationship)

2. For Drivers picking up individuals to and from work: a. Photocopy of the ID of Employer or Employee, and b. Driver’s License of the Driver;

3. For Family Events: a. Event Invitation

4. For Walking, Jogging, Cycling: a. ID with addressb. Two hours maximum exercise shall be computed to be within 10 kilometers radius of the residential address;

5. For Other Fitness Clubs: a. Certification of Membership; b. Gym IDc. AppointmentConfirmation;

6. For Food and Medicine:

a. Food and Medicine Pass–The Food and Medicine pass (FM pass) shall be used to buy food or medicines. Two (2) individuals can be named on the pass but only one (1) named person therein can use it at any given time.

The FM pass must be used with a valid ID to verify the name indicated therein.

FM pass with last digit 1, 3, 5, 7, 9 can only be used on Monday, Wednesday, and Friday. FM pass with last digit 0, 2, 4, 6, 8 can only be used on Tuesday, Thursday and Saturday.

FM pass can only be used from the hours of 5:00AM to 7:00PM. The FM pass cannot be used on a Sunday.b. Medicine Prescriptionc. Medical Booklet

7. For Medical, Allied-Medical or Dental Services:

a. Certification as a Patient

b. Confirmation of Appointment: Can be electronic or paper

8. For Business: a. Business Permit; b. SEC Registration c. DTIRegistration; d. Any other document for proof of business;

9. For Church, or Other Wellness Activities:

a. Satisfactory oral explanation; b. Appointment confirmation; c. Receipt of services rendered; d. Other pertinent documents

10. For Access to government services: a. Pertinent document to the government office to be visited;

11. For Access to private offices and establishments services (Ex. banks, money transfer, etc.):a. Pertinent document related to the office b. Email/SMS confirmation

12. For Access to school modules: a. Student ID
