DPWH seeks immigration Lookout Order vs. 25 linked to Flood Control anomalies

MANILA (September 3) – The Department of Public Works and Highways (DPWH) has asked the Department of Justice (DOJ) to issue an Immigration Lookout Bulletin Order (ILBO) against 25 contractors and government officials allegedly tied to questionable flood control projects.

In a letter to Justice Secretary Crispin Remulla, DPWH Secretary Vince Dizon said the order is needed to ensure ongoing investigations into alleged ghost projects and substandard construction proceed without delay. He stressed that those responsible must be held accountable.

Among those named are contractors Cezarah and Pacifico Discaya of Alpha & Omega General Contractor and Development Corp., and Lawrence Lubiano of Centerways Construction and Development Inc., along with several DPWH engineers and officers of other construction firms.

The other names included in the requested ILBO are:

–Engineer John Michael E. Ramos, Construction Section (DPWH)

–Engineer Norberto L. Santos, Quality Assurance and Hydrology Section (DPWH)

–Engineer Jaime R. Hernandez, Maintenance Section (DPWH)

–Floralyn Y. Simbulan, Administrative Section (DPWH)

–Juanito C. Mendoza, Finance Section (DPWH)

–Engineer Benedict J. Matawaran, Procurement Unit (DPWH)

–Alex H. Abelido, president, Legacy Construction Corp.

–Ma. Roma Angeline D. Rimando, owner/manager, St. Timothy Construction Corp.

–Mr. Allan B. Quirante, owner/proprietor, QM Builders

–Mr. Erni G. Baggao, owner/proprietor, EGB Construction Corp.

Dizon also asked the Bureau of Immigration to promptly inform DPWH and law enforcement agencies of any travel plans of the listed individuals.

The ILBO does not bar departure but allows immigration authorities to monitor and report the subjects’ movements.
