
MANILA (October 11) – The International Criminal Court (ICC) has denied former president Rodrigo Duterte’s request for interim release, citing the risk of flight and the need to ensure his presence during pre-trial and possible trial proceedings.
In its October 10 ruling, the ICC Pre-Trial Chamber I said Duterte “continues to pose a flight risk,” noting his and his family’s public rejection of the arrest, calls for his immediate return to the Philippines, and his expressed wish to go back to Davao City if released.
The court pointed out Duterte’s political influence and network of support, including his daughter, Vice President Sara Duterte, which could help him evade prosecution. His election as Davao City mayor in May 2025 further demonstrated his continued popularity.
The chamber concluded that detention is necessary to ensure Duterte’s appearance, prevent obstruction, and avert the commission of related crimes.
Duterte faces multiple charges of murder and attempted murder as crimes against humanity linked to his anti-illegal drugs campaign during his time as mayor of Davao City and President of the Philippines.
