Macacua’s independent bid shakes BARMM political landscape

COTABATO CITY  (May 11) — In a move that stunned allies, rivals, and election observers alike, Interim Chief Minister Abdulraof Macacua filed his candidacy for the first-ever Bangsamoro Parliament elections without any official political party affiliation — a rare and potentially game-changing decision in a region long dominated by organized political blocs and revolutionary movements.

Macacua’s certificate of candidacy for Maguindanao del Norte’s 3rd Parliamentary District was filed Thursday by his son and chief of staff, Jamal, at the Commission on Elections office in Cotabato City.

Election officials later confirmed that the filing carried no certificate of nomination and acceptance (CONA), effectively classifying Macacua as an independent candidate.

For many in the Bangsamoro Autonomous Region in Muslim Mindanao, the move was unexpected.

Macacua had widely been viewed as a likely standard-bearer either for the United Bangsamoro Justice Party, the political arm of the Moro Islamic Liberation Front, or for the emerging Bangsamoro Federalist Party, which has been actively consolidating support across the region.

Instead, the region’s top transitional official chose to stand outside formal party lines.

The decision immediately triggered speculation over shifting alliances inside the Bangsamoro political transition, where former revolutionary leaders are now navigating the difficult transformation from armed struggle to parliamentary governance.

Just days before the filing period, Macacua publicly said he wanted to “step back” from partisan politics temporarily and focus on his responsibilities as interim chief minister during the final stretch of BARMM’s transition period.

But his independent candidacy may signal something deeper: an attempt to position himself above factional rivalries while preserving political flexibility ahead of the region’s historic parliamentary shift.

The surprise intensified after even close allies appeared uncertain about the official nature of his candidacy.

Naguib Sinarimbo, who earlier introduced Macacua as the Bangsamoro Federalist Party’s expected candidate, later advised reporters to “check” directly with Macacua himself.

Meanwhile, Mohagher Iqbal confirmed that the UBJP “did not field” a candidate in Macacua’s district — a statement many observers interpreted as tacit accommodation rather than outright opposition.

Adding another layer to the political puzzle, the Mahardika Party aligned with Nur Misuari later announced it was considering adopting Macacua as its candidate.

For analysts and longtime BARMM watchers, the development reflects the fluid and evolving nature of Bangsamoro politics, where loyalties are increasingly shaped not just by ideology or party structures, but by personalities, regional influence, and transitional power-sharing dynamics.

Some observers described Macacua’s decision as unprecedented.

“He is the first and only ruling administration official to have opted for independent candidacy ever,” one veteran media worker remarked.

Initial reports also suggest Macacua currently faces no challenger in Maguindanao del Norte’s third district, potentially strengthening his leverage ahead of the formation of the region’s first regular Parliament.

Beyond the electoral surprise, Macacua’s independent run underscores a larger reality confronting BARMM: while the region is transitioning toward democratic parliamentary governance, its politics remain deeply intertwined with revolutionary history, personal alliances, and unresolved questions about how power will ultimately be shared in the post-transition era.
