Newly Elected SK Officials in MisOcc Trained on Good Governance and 5Ms Agenda

TANGUB CITY — A total of 490 recently elected Sangguniang Kabataan (SK) chairpersons in Misamis Occidental have completed a four-day training program focused on good governance and the formulation of substantive local legislation.

The training initiative was seamlessly integrated into the province’s commitment to the Misamisnon Magpuyong Malinawon, Malambuon ug Malipayon (5Ms) program. The event, held from November 17 to 20 in Tangub City, was organized by Misamis Occidental in collaboration with the Department of the Interior and Local Government (DILG) and local government units.

Working Governor Henry S. Oaminal spearheaded the comprehensive training, aiming to enhance the skills of the newly elected young leaders in crafting legislation tailored to the needs of the youth sector.

“Today, it is not only mere compliance with the law but sincere compliance to achieve the intention of the law. Your wisdom must be exercised in partnership with the local officials, your governor, your mayor so that we can achieve the purpose here in our province and our vision, which is Asenso Misamis Occidental through our development thrust program—the 5Ms; Misamisnons to live peaceful, prosperous, and joyfully,” stated Governor Oaminal during his remarks.

The governor emphasized the vital role of providing genuine public service, underscoring the positive impact leaders can make within their communities.

Meanwhile, Pablio Benitez Jr., the Provincial Director and Training Director of DILG-MisOcc, highlighted the necessity for the youth sector to be actively involved in legislation that affects younger generations.

“We will help each and every one of you to fulfill your wishes and dreams for the youth in your respective barangays,” said Benitez. “Once you assume office, you are no longer an ordinary citizen but considered a public official.”

Benitez stressed the importance of instilling in young leaders the code of conduct and ethical standards of good governance, encouraging them to replicate these principles within their communities.

The training included various modules covering topics such as Philippine History, Misamis Occidental History, Poverty, Peace and Order, Nationalism, the Role of the Youth in Nation Building, Community Development, KB-SK History-Salient Features, Value-Based Leadership, Responsible Stewardship, Team Building Activities and Collaboration, Code of Conduct and Ethical Standards, Communication Skills Development, Decentralization and Local Governance, Parliamentary Rules and Procedures, Meeting and Resolutions, Youth Development Program, Provincial Development Program, 5Ms Cascading, Planning-Budgeting, City and Municipal Action Plan, and Synthesis/Hands Misamisnon Administrative.

The provincial government highlighted that the training also aimed “to foster meaningful youth participation in local governance, instilling values such as patriotism and nationalism.” (Misamis Occidental Province)
