DAVAO CITY (September 26) — The Philippine National Police on Friday, September 25, reassigned Brig. Gen. Leon Victor Rosete from the Police Regional Office XI and named Brig. Gen. Benigno L. Guzman as the new acting regional director, in a reshuffle involving eight senior police officers.
Guzman, who was director of the Police Security and Protection Group (PSPG), formally takes over the police command covering Davao City and the provinces of Davao del Sur, Davao del Norte, Davao de Oro and Davao Oriental.
Rosete, who returned to head PRO XI for a second stint in November 2025, was reassigned to the PNP Directorate for Information and Communications Technology Management (DICTM).
PRO XI spokesperson Maj. Catherine Dela Rey described the movement as a regular assignment and reassignment within the police organization.
The changes took effect Friday under orders issued by PNP chief Gen. Jose Melencio Nartatez Jr.
Guzman moves from PSPG to Davao
Guzman is a member of Philippine National Police Academy Class of 1996 and most recently headed the PSPG, the national police unit responsible for security and protection operations involving government officials, VIPs and other protectees.
Before becoming PSPG director, Guzman served as director of the Manila Police District. He also held assignments at Camp Crame, including posts under the PNP Directorate for Comptrollership and as Senior Executive Assistant to the Chief of the PNP.
He assumed leadership of the PSPG in July 2025 and was still serving as its director shortly before his reassignment to PRO XI.
His appointment brings to Davao a senior officer with previous command experience in the Manila Police District and national-level security and protection operations.
Guzman will be succeeded at the PSPG by Col. Ranie Planilla Hachuela, who was designated acting director of the group.
Rosete returns to Camp Crame
Rosete’s latest assignment in Davao lasted less than a year.
He was reinstated as acting PRO XI director on November 14, 2025, replacing Brig. Gen. Joseph R. Arguelles. He had earlier served as PRO XI chief before being recalled to Camp Crame in June 2025 amid another PNP reshuffle.
His latest tour included command of regional police operations involving crime prevention, law enforcement, public safety and security operations in the Davao Region.
He now moves to the DICTM.

The latest reshuffle affects eight senior PNP officers and includes changes in the command group’s top positions:
* Lt. Gen. Wilson Joseph Lopez — moves from deputy chief for operations to deputy chief for administration, the PNP’s No. 2 post. He replaces Lt. Gen. Bernard Banac, who reached the mandatory retirement age of 56 on September 25.
* Lt. Gen. Neri Vincent Ignacio — moves from chief of the Directorial Staff to deputy chief for operations, making him the PNP’s No. 3 official.
* Maj. Gen. Redrico Maranan — moves from director of the Philippine National Police Academy (PNPA) to acting chief of the Directorial Staff, the PNP’s No. 4 post.
* Brig. Gen. Ericson Dilag — moves from the DICTM to the PNPA, where he becomes officer-in-charge.
* Brig. Gen. Leon Victor Rosete — moves from PRO XI to the DICTM.
* Brig. Gen. Benigno L. Guzman — moves from PSPG to PRO XI as acting regional director.
* Brig. Gen. Froilan Navarroza — is assigned as acting deputy director for Comptrollership.
* Col. Ranie Planilla Hachuela — becomes acting director of the PSPG.
The reshuffle follows the retirement of Banac and creates a chain of movements affecting the PNP command group, the PNPA, DICTM, PSPG, Comptrollership and PRO XI.
For Davao, the most immediate change is the assumption of Guzman as acting regional director, replacing Rosete after his second stint in command of the region.
The PNP has characterized the movements as part of its regular reassignment of senior officers.
