Samal City launches development plan to strengthen tourism, attract investors

ISLAND GARDEN CITY OF SAMAL (October 29) – The Island Garden City of Samal (IGACOS) has unveiled its 2025–2028 Executive-Legislative Agenda (ELA), a unified development roadmap dubbed “SMILE SAMAL” that aims to build a livable, resilient, and dynamic island city.

Mayor Lemuel Reyes said the ELA reflects unity and shared purpose between the city’s executive and legislative branches. “The ELA symbolizes our unity, respect, and trust. Without cooperation, we cannot succeed,” he said.

The “SMILE SAMAL” framework focuses on sustainable and inclusive growth, covering key priorities such as infrastructure, livelihood, environment, social services, tourism, education, and public safety.

Vice Mayor Richard Guindolman pledged the city council’s full support, vowing to uphold transparency, accountability, and good governance. “We will deliver policies that empower communities, uplift lives, and create opportunities for every Samalenyo,” he said.
