Transport coop, Gov want DOTr to retain LTFRB exec

July 3, 2022 by Bobby Lagsa

CAGAYAN DE ORO CITY — The largest confederation of transportation cooperatives in Northern Mindanao has filed a petition before the Department of Transportation (DoTR) Secretary Jaime Bautista and the Land Transportation Franchising and Regulatory Board (LTFRB) to retain a regional director serving the region.

In a letter submitted to President Ferdinand R. Marcos Jr., through Executive Secretary Vic Rodriguez the Northern Mindanao Federation of Transport Cooperatives (NOMFEDTRASCO) representing the 45 transport cooperatives in the province requested the national leadership to allow Dir. Aminoden Guro to finished what he has started at the LTFRB in Region 10.

In a separate letter, Misamis Oriental Governor Pedro Unabia also requested the President to retain Guro saying the later is “A man of integrity and honesty. He is very dependable and can be trusted to execute and implement your programs with the utmost efficiency and success.”

“He is also very capable and experienced in the field of public land transportation given that he has been with the said regional office since 1983 and my Office has constantly worked with him for the development of public land transportation in Gingoog City and Misamis Oriental, as whole,” Unabi emphasized.

Guro said that he would just wait for the decision of President Marcos, Jr., “But for me, I just wanted to finish what I have started, after this, I can happily retire,” Guro said.

The letters of appeal came as the office of Rodriguez issued Memorandum Circular No. 1 declaring all positions vacant in the Departments, Offices, Agencies and Bureaus in the executive department including All non-Career Executive Service Officials (CESO) occupying Career Executive Service positions; effective noon of June 30,2022.

Despite the order, Guro did not submit his courtesy resignation instead, letters for his retention were submitted.

Guro is not a career officer but has spent 38 years with LTFRB, including 16 years as an assistant Regional Director.

During a press conference, Luzviminda Escobidal, the general manager of NOMFEDTRASCO stressed, they are requesting the retention of Guro “Due to his proven expertise and competence as well as his accomplishments insofar as the public land transport system in region 10 is concerned.”

The same group also praised Guro for launching various service-oriented programs which included the modernization of the transport sector and the distribution of subsidies, to the “Libreng Saka.””

The above-enumerated programs are part of the DOTr projects for the whole country during the administration of President Rodrigo Duterte, which was implemented by all regions.

Escobidal said that they wanted Guro to finish the projects he has started including the DoTr-required the Local Public Transport Route Plan (LPTRP), especially that the LTFRB of Cagayan de Oro is due for awarding with Notice of Compliance;

Guro said that he would just wait for the decision of President Macos, Jr., “But for me, I just wanted to finish what I have started, after this, I can happily retire,” he added.-Bobby Lagsa
