DAVAO CITY –— The Bureau of Customs (BOC) confiscated over P19 million in smuggled fuel and two vessels in Navotas. These fuel tankers are now in the BOC’s custody due to their alleged involvement in the illegal fuel transfer scheme known as ā€œpaihi” on September 18.

Acting on received intelligence, agents from the Customs Investigation and Intelligence Service – Manila International Container Port (CIIS – MICP) collaborated with the Enforcement Group’s Fuel Marking Agents and the Philippine Coast Guard (PCG) Task Force Aduana. They deployed one of the PCG’s vessels to conduct anti-smuggling operations in the Navotas area.

Upon arrival, the team observed an illicit fuel transfer taking place, an attempt to evade duty and tax payments. After identifying themselves and explaining their mission, the agents conducted fuel marking tests, which both vessels failed. The operation resulted in the seizure of 370,000 liters of fuel valued at P₁₉,350,000.

The BOC secured the vessels, which are now docked under the protection of BOC and PCG Task Force Aduana personnel.

“This seizure underscores our commitment to protecting the country’s borders from illegal activities, especially fuel smuggling, which robs the government of rightful revenues,” said BOC Commissioner Rubio. “We will continue to intensify our efforts to ensure that offenders are held accountable.”

The BOC affirmed its resolve to combat oil smuggling, including the ā€œpaihiā€ method, and is closely coordinating with the Department of Justice (DOJ) for ongoing investigations into these illegal activities.
