Two independent candidates first to file for Council seats in Davao

DAVAO CITY — A college professor and a telecommunications manager were the first candidates to file their certificates of candidacy on the opening day for the 2025 midterm elections.

Ramil Fernando Brucal, a college professor, is running for a council seat in the city’s third legislative district. Meanwhile, Markoper Javier, the Mindanao area manager of a telecommunications company, is seeking a council seat in the first legislative district.

If elected, Brucal plans to provide scholarships for students, acknowledging the economic challenges many face in completing their education. He also aims to promote sports to steer the youth away from drug influence and to implement a comprehensive ecological waste management program for the city.

Markoper Javier, running for a seat in the third legislative district of Davao

Javier, who advocates for change, has adopted the slogan “Para sa Pagbabago.” His governance platform focuses on creating livelihood opportunities for women, improving the transport sector, and ensuring accessible healthcare for all. Javier previously ran in the barangay elections in 2023 but was not successful.

In the first legislative district, two incumbent councilors will complete their terms, with their children poised to take their places under the regional group Hungpong sa Tawong Lungsod. Similarly, two councilors in the third legislative district are also finishing their terms, with family members seeking to fill the positions.
