PhilHealth: Every Filipino already covered under Universal Health Care Act

DAVAO CITY (November 13) — Paid or not, you’re still covered.

PhilHealth reminded the public that every Filipino is already a member and eligible for its benefits under the Universal Health Care (UHC) Act, even with missed or no premium payments.

“There’s really no such thing as a non-PhilHealth member,” said Dr. Marie Alexis Campaner of PhilHealth-Davao. “If you’re in the hospital and not yet registered, just register — PhilHealth will still cover you.”

The law ensures immediate eligibility, meaning anyone can avail of PhilHealth services anytime. “Before, you needed at least three months of premium contributions. Now, with UHC, everyone’s covered,” added Germaine Tan, PhilHealth-Davao field operations OIC chief.

Tan urged Filipinos to update their membership records — especially those who stopped working or haven’t paid recently. Those without income can register as indirect members so the government can subsidize their premiums.

As of September 2025, PhilHealth-Davao reported 5.48 million members and dependents, or 96.4% coverage across the region. Davao City led with over 100% coverage, while Davao Occidental had the lowest at 34%.

Registration is available through the PhilHealth Membership Portal, the eGov app, or the nearest PhilHealth office.
