ICI approves rules for livestreaming its proceedings

MANILA (November 22) – The Independent Commission for Infrastructure (ICI) has approved the guidelines governing the livestreaming of its hearings.

Under the rules, the ICI may pixelate a witness or resource person’s image, mute audio, or redact documents when necessary to comply with the law. Livestreams will not include voice-overs, except for brief annotations at the start or end of scenes that do not alter the proceedings’ context.

Repeat airing of recordings or livestreams is prohibited without ICI’s written approval, though short clips or still images may be used for news reporting. The commission may also delay or stop the livestream at any time if there is a potential violation of laws or rules.

Recording, retransmitting, or editing any part of the proceedings without written permission is strictly banned.

The rules will take effect after publication, and violators may face administrative or criminal charges.
