DAVAO CITY (October 27) — Bureau of Immigration (BI) officers at Davao International Airport foiled an illegal recruitment scheme after stopping three Filipino men who attempted to fly out under the guise of attending a Muay Thai tournament—only to be deployed as paid military and border guards in Eastern Europe.

The passengers—aliased “Johnny” (25), “Berting” (51), and “Tappy” (50)—were intercepted on October 17 by the BI’s Immigration Protection and Border Enforcement Section (I-PROBES) after officers flagged major inconsistencies in their travel documents.

Key Highlights of the Operation

·      The Cover Story: The men claimed they were heading to Thailand to participate in and coach a martial arts competition.

·      The Real Deal: Interrogations revealed their final destination was Eastern Europe, where they were promised monthly salaries of ₱200,000 to serve as soldiers or border security.

·      The Recruiters: The victims connected via Facebook and Telegram with foreign handlers identified only as “Alexander” and “Oleg,” who covered all travel costs.

·      The Backdoor Pivot: The group was originally instructed on October 13 to slip out via a southern “backdoor” route in Zamboanga before recruiters abruptly rerouted them to a commercial flight out of Davao.

·      The Visa Trap: Recruiters instructed the men to transit through Thailand, promising their European electronic visas would be delivered upon arrival.

Policy Alert & Government Mandate

MANDATORY OVERSEAS EMPLOYMENT STEPS
1.     VERIFY AGENCIES Cross-check all foreign employers and recruiters directly with the Department of Migrant Workers   (DMW) before accepting offers.
2.     RED-FLAG PROMISESReject high-paying job offers requiring transit through third countries for visa issuance.
3.     REPORT BACKDOORSReport any recruiters encouraging off-record border crossings or irregular departure routes.

The operation underscores growing official concern over predatory online recruitment targeting Filipinos for high-risk foreign combat and security zones.

“Filipinos must be cautious of recruiters who promise high salaries but provide unclear employment arrangements or questionable travel plans. Before accepting any overseas job offer, they should verify the legitimacy of the employer and recruitment agency with the Department of Migrant Workers.”

— Joel Viado, Immigration Commissioner
