DAVAO CITY – A female officer of the Bureau of Fisheries and Aquatic Resources (BFAR) in Davao del Norte was killed by an unidentified assailant on Saturday, December 7, at around 10:20 a.m. in Purok Marang, Barangay Cagangohan, Panabo City.
The victim was identified as Karen Diana Candilosas, 42, Assistant Director of BFAR, and a resident of Barangay Dapco, Panabo City.
Initial investigations by the Criminal Investigation and Detection Group (CIDG) revealed that Candilosas was inside her vehicle, a Nissan Navara, parked in front of ALT Fisheries and Aqua-Ventures Incorporated when the attack occurred.
Investigation showed that a man wearing a black jacket approached her vehicle and, without apparent provocation, fatally shot her. Authorities report that the assailant fled on foot toward Barangay Cagangohan.
Scene of the Crime Operatives (SOCO) recovered two fired cartridge cases and two deformed slugs, believed to be from a 9mm pistol, at the crime scene.
Police have yet to establish a clear motive for the killing. However, investigators are exploring several angles:
- Work-Related Issues – Sources suggest that Candilosas had been vocal about implementing reforms in BFAR, which might have drawn resentment.
- Land Dispute – Another possible motive being considered is a land dispute, though details remain undisclosed as the investigation continues.
