DAVAO CITY ––Congress has adjourned its session without confirming the appointment of Hans Leo Cacdac as the new chief of the Department of Migrant Workers (DMW) in the Philippines. This delay means that Cacdac will not assume the position as planned, potentially impacting the operations and strategic plans of the DMW. Further details on the implications of this delay and any subsequent actions by the administration are awaited.
“Bypassed na siya at kailangan siya i-reappoint ng presidente,” Escudero stated during the Kapihan sa Senado forum on Thursday. (Cacdac’s appointment has been bypassed, and he needs to be reappointed by the president.)
Lawmakers are scheduled to reconvene on July 22 to begin the third regular session of the 19th Congress. The CA committee on migrant workers deferred the deliberations on Cacdac’s appointment on Tuesday due to a “lack of material time” to address concerns about his nomination.
During the hearing, several lawmakers expressed support for Cacdac, but opposition was voiced by two individuals. One of the issues raised was a conflict of interest allegation brought up by Ferdinand Delos Reyes, who claimed Cacdac had ownership of dummy recruitment agencies. Cacdac denied this allegation.
Cacdac was appointed by President Marcos in April to head the DMW after serving as officer-in-charge following the death of former Secretary Susan “Toots” Ople in August of the previous year.
