Davao City adopts number coding for FM pass use to control movement

DAVAO CITY (UPDATED)—- The Davao City Police Office on Thursday announced that it will adopt a number-coding scheme for food and medicine pass holders as it did not deter movement of people but instead being abused which run counter in an effort to prevent the spread of the dreaded coronavirus pandemic.

The number coding starts on April 18. The DCPO said it had earlier set the effectivity on April 17 but due to lack of material time to inform the general public, they moved the date and on Saturday, it will be in effect.

Early on, the DCPO said they will use the color coding scheme, however, it resulted in huge confusion. They later amended the memorandum with number coding.

City Police spokesperson Captain Rose Aguilar said the number coding scheme will be the gateway of who will be allowed to go outside using the number reflected on their FM pass.

The code will be based on the First Number Digit of the FM Pass Control Number.

Passes that start with even numbers such as 0, 2, 4, 6, 8  is assigned with blue color and shall be allowed to go out on Tuesday, Thursday and Saturday.

A pass that starts with odd numbers such as 1, 3, 5, 7, 9 is assigned with red color and shall be allowed to get out on Monday, Wednesday and Friday.

On Sunday, NO ONE IS ALLOWED to get out of the house which means everyone should STAY AT HOME.

Exempted on this measure includes:

Drivers who transport their wife/husband from work, those who are in-charge of carpooling among exempted employees; drivers who will deliver patients needing medical assistance and those with emergency cases.

Everyone should abide by the order or they will be charged for violating RA 11332 also known as “Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act”, said Aguilar.
