Davao City Council bats for ₱960M Supplemental Budget; ₱7,000 gratuity for JOs and COS workers

DAVAO CITY (August 27) – The Davao City Council, led by Councilor Danilo C. Dayanghirang, Chairman of the Committee on Finance, Ways and Means, and Appropriations, expressed full support for the 2025 Proposed Supplemental Budget No. 1 amounting to ₱960,863,872.27, sourced from the 2024 surplus and reversions of appropriations from 2024 and 2025.

A key feature of the proposal is the ₱7,000 gratuity pay for qualified Contract of Service (COS) and Job Order (JO) workers in line with Budget Circular No. 2024-8 and Administrative Order No. 28, s. 2024.

Dayanghirang emphasized, “Our COS and JO workers are frontliners in city governance. They ensure that basic services reach the people. By granting them this gratuity, we are not only complying with national policy, we are also affirming our gratitude to their dedication. We must honor the service of our COS and JO workers who served in 2024.”

He added that these benefits are investments in the city’s human resources, recognizing those who keep Davao City running smoothly.

The councilor also thanked Acting Mayor Baste Duterte and his team for ensuring that the budget is passed on time. “Salamat Mayor Baste Duterte team for your order to make sure this budget is approved for the people who work hard for Davao City,” Dayanghirang said.

The measure is now set for a special session for third and final reading. Once approved, the City Treasurer’s Office will immediately release the gratuity to qualified workers.“Congrats to our Job Order and Contractual Services workers of Davao City. Tomorrow, after approval, the ₱7,000 gratuity will be released right away. Salamat mga kaubang councilors for supporting my committee report,” Dayanghirang concluded.
