DAVAO CITY (September 4) — The Davao City Government has created an interim management body to oversee Balay Dangupan, the city’s crisis intervention center for abused, neglected and vulnerable children, as it strengthens the facility’s management structure to comply with accreditation requirements for residential care facilities.
Executive Order No. 31, Series of 2026, establishes an Interim Management Committee to oversee the Davao City Crisis Intervention Center–Balay Dangupan, which is currently managed by the City Social Welfare and Development Office (CSWDO).
The move comes as the Department of Social Welfare and Development (DSWD) requires residential care facilities to have a policy-making and management structure as part of its accreditation standards.
Balay Dangupan provides care, protection and rehabilitation services to children who have experienced abuse, neglect and other forms of vulnerability. Its operations form part of the city’s broader child-protection system.
Under the executive order, the committee will be chaired by the City Mayor, with the City Administrator as co-chairperson and the City Social Welfare and Development Officer as vice chairperson.
Its members include the City Health Officer, City Budget Officer, Human Resource Management Officer, the Department of Education-Davao City Schools Division Superintendent, and the Center Head of Balay Dangupan.
The committee is tasked with formulating and recommending measures to improve the quality of care, protection, rehabilitation and reintegration services provided at the center. It will also monitor and evaluate the implementation of its programs and services.
The committee derives its authority from the executive order and is not a permanent organizational body of the city government. Under EO 31, it serves as a temporary administrative mechanism while the city pursues legislative action to formally institutionalize Balay Dangupan and establish its permanent organizational structure.
Once the proposed ordinance is approved, the committee will facilitate the transition to the permanent structure to ensure continuity of services.
Funding for the committee’s operations will come from available city government funds, subject to existing accounting and auditing rules.
The arrangement gives Balay Dangupan a formal management and oversight mechanism in the meantime, while its permanent institutional structure remains subject to action by the City Council and approval of the proposed ordinance.
