Davao Region forms crisis communication cluster to put ‘First Responder’ words into action

DAVAO CITY  (October 2) – In times of disaster, sirens and alarms often come first to mind. But for disaster responders in the Davao Region, the most vital lifeline may be words—timely, accurate, and trusted.

On Tuesday, government agencies and civil society groups formally launched the Crisis Communication Cluster, a first-of-its-kind initiative designed to ensure that vital information reaches even the remotest “last mile” communities when floods, landslides, or climate change impacts strike.

“For us, communication is the first responder,” said Rene Carbayas, regional director of the Philippine Information Agency (PIA)-11, in an interview. “It can calm fears, save lives through accurate information, and help maintain public order.”

The creation of the cluster is anchored in the National Disaster Risk Reduction and Management Plan (NDRRMP) 2024, which highlights the need to link early warning systems with stronger risk communication strategies. The group also aligns with President Ferdinand Marcos Jr.’s directive for its full implementation nationwide.

Once activated, the cluster will set up a Joint Information Center (JIC) led by PIA-11. The JIC will serve as the hub for news and information during emergencies, acting as the central point of contact for media and ensuring a single, unified message across all agencies involved in disaster response.

Carbayas explained that the framework will adopt a Joint Information System, a cohesive setup that integrates incident data and public affairs, ensuring that messages released to the public are accurate, accessible, consistent, and timely.

The Davao Region, vulnerable to recurring natural hazards, stands to benefit greatly from the initiative. Communities here have long grappled with flash floods, landslides, and the mounting challenges of climate change. For many residents in far-flung barangays, reliable communication often determines survival.

By tightening coordination among Regional Disaster Risk Reduction and Management Council (RDRRMC) member-agencies, the Crisis Communication Cluster seeks not only to manage the flow of information but to restore trust and reduce panic when disasters strike.

“Ultimately, our goal is simple,” Carbayas said. “To make sure no one is left behind in times of crisis—not even those in the farthest corners of our region.”
