Marcos accepts Bonoan resignation, appoints Vince Dizon as new DPWH Chief

MANILA (August 31) – President Ferdinand R. Marcos Jr. has accepted the resignation of Public Works and Highways Secretary Manuel M. Bonoan, effective September 1, 2025.

In his resignation letter, Bonoan expressed his support for the President’s call for accountability, transparency, and reform within the Department of Public Works and Highways (DPWH).

To steer the agency through this transition, the President has appointed Transportation Secretary Vince Dizon as the new DPWH chief. Dizon has been directed to conduct a full organizational review and ensure that public funds are allocated only to infrastructure projects that protect and benefit Filipinos.

Meanwhile, Atty. Giovanni Z. Lopez has been named Acting Secretary of the Department of Transportation (DOTr) to ensure continuity of services. Lopez, who was sworn in as DOTr Undersecretary for Administration, Finance, and Procurement in February 2025, previously served as Chief of Staff in the Office of the Secretary from 2020 to 2022. He also held key roles in overseeing railway, aviation, and maritime projects.

As Acting Secretary, Lopez is expected to sustain reforms initiated under Dizon’s leadership, particularly in advancing transport modernization and strengthening initiatives that prioritize commuter safety, efficiency, and timely project delivery.

To bolster integrity in infrastructure spending, President Marcos also announced the creation of an Independent Commission to Investigate Flood Control Anomalies. The body will conduct a comprehensive review of flood control projects, identify irregularities, and recommend accountability measures to restore public trust.

The Palace emphasized that these moves underscore the administration’s commitment to fighting corruption, strengthening institutions, and ensuring honest and effective public service under the Bagong Pilipinas governance framework.
