MinDA’s Magno: Driving progress in Mindanao

DAVAO CITY — Since his appointment in May 2024, Mindanao Development Authority (MinDA) Secretary Leo Tereso Magno has been at the forefront of advancing Mindanao’s socio-economic agenda.

Over the past six months, Secretary Magno has spearheaded initiatives that underscore his vision of a more connected, economically vibrant, and sustainable Mindanao.

From critical infrastructure upgrades to mediating high-stakes disputes, Secretary Magno’s leadership has shown a strong commitment to realizing Mindanao’s full potential.

These are the key accomplishments of MinDA;

1. Upgrading Infrastructure for Regional Growth

One of Secretary Magno’s landmark achievements is the expansion of the Laguindingan Airport, a vital gateway for Northern Mindanao.

In October 2024, Magno oversaw the ceremonial awarding for the airport’s Public-Private Partnership (PPP) upgrade project. The expansion aims to enhance the airport’s capacity and operational efficiency, significantly improving connectivity across Mindanao and boosting tourism and commerce.

“This project symbolizes a turning point for Northern Mindanao’s infrastructure. It’s not just about better transportation—it’s about unlocking economic opportunities for millions,” Magno stated.

2. Mediation for Energy Development

In a pivotal role as a mediator, Magno stepped in to resolve a dispute between the Department of Energy (DOE) and the local government of the Island Garden City of Samal (IGACOS) in July 2024. The contention revolved around energy project implementations in IGACOS, a critical issue for the island’s development.

Magno’s ability to bring both parties to the table exemplified his commitment to ensuring that Mindanao’s progress isn’t hindered by local disputes. His intervention paved the way for smoother implementation of energy projects critical to sustaining the region’s growth.

3. Boosting Economic Opportunities

In July 2024, Secretary Magno led the Mindanao Development Forum, a gathering of stakeholders aimed at shaping the island’s economic trajectory. The forum brought together government agencies, private sector leaders, and international organizations to collaborate on sustainable growth strategies.

Magno emphasized Mindanao’s strategic importance in the national and regional economy, calling for investments in agriculture, manufacturing, and tourism.

“Mindanao is not just a region; it is an economic powerhouse waiting to be unleashed,” he said.

4. Strengthening International Ties

As the Philippines’ signing minister for the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA), Secretary Magno has championed Mindanao’s integration into the larger ASEAN economy. His initiatives have focused on enhancing trade, investment, and tourism partnerships across the sub-region, creating opportunities for cross-border collaboration.

“Mindanao is a bridge between the Philippines and ASEAN neighbors. By strengthening these ties, we can position the region as a key player in international trade and cooperation,” Magno stated.

5. Championing Sustainability

Magno’s leadership, MinDA has prioritized environmentally sustainable practices. From renewable energy projects to conservation initiatives, Magno has ensured that Mindanao’s growth does not come at the expense of its rich natural resources.

“We must strike a balance between development and preservation. Mindanao’s future depends on the choices we make today,” he emphasized.

A Vision for Mindanao

Magno’s tenure thus far has been defined by a proactive approach to addressing the region’s challenges and opportunities. By focusing on infrastructure development, regional cooperation, and sustainability, he has laid a solid foundation for Mindanao’s progress.

As MinDA’s leader, Magno envisions a Mindanao that is not just economically thriving but also socially inclusive and environmentally resilient—a vision that aligns with the aspirations of millions of Mindanawons.

With six transformative months under his belt, Secretary Magno has demonstrated that Mindanao’s development is more than just a policy—it’s a mission.
