New OWWA Chief vows to prioritize OFW Health and Education Programs

MANILA (May 17) — Newly appointed Overseas Workers Welfare Administration (OWWA) Administrator Patricia Yvonne Caunan announced on Saturday her commitment to prioritizing programs that support the health and education of overseas Filipino workers (OFWs).

“I officially assumed office just yesterday [Friday], but I am committing to all of you that we will explore ways to expand the scholarship program—not only for the children of OFWs but also for the OFWs themselves,” Caunan said during a weekly forum held in Quezon City.

She emphasized that the agency’s focus will center on two main areas: education and health. “Many OFWs either have children they want to send to school or sick family members in need of support. These are the areas where we intend to concentrate our efforts. However, we will also continue to uphold our responsibilities in terms of welfare and repatriation,” she added.

Caunan also raised concerns about the challenges faced by some OFWs, including holding multiple jobs and falling prey to illegal recruitment schemes. She committed to enhancing OWWA’s digital services to streamline transactions and make access to programs faster and more convenient for OFWs.

Caunan formally took her oath of office on Friday, succeeding former Administrator Arnell Ignacio.

Addressing ongoing issues within the agency, Caunan confirmed that the Department of Migrant Workers (DMW) is currently investigating a controversial PHP 1.4-billion land acquisition made without the approval of OWWA’s Board of Trustees. The property was reportedly intended for a halfway house or dormitory-style facility for OFWs.

“DMW Secretary Hans Cacdac has already issued a statement regarding the matter. As a lawyer, I must emphasize the importance of due process. There is an ongoing investigation, and we will respect its course,” Caunan said.

“As the new OWWA administrator, we will initiate a comprehensive audit and seek a legal opinion from the Department of Justice,” she concluded.
