Pimentel urges Senate to expedite VP Sara’s impeachment trial

DAVAO CITYSenate Minority Leader Aquilino Pimentel III has urged Senate President Francis Escudero to act “forthwith” on Vice President Sara Duterte’s impeachment trial, emphasizing the constitutional mandate for immediate proceedings.

In a letter dated Feb. 14, which he shared with reporters on Tuesday, Pimentel cited Article XI, Section 3 of the 1987 Constitution. The provision states that once the House of Representatives transmits the articles of impeachment, “trial by the Senate shall forthwith proceed.”

“‘Forthwith’ must be interpreted under the Verba Legis Rule, meaning it should be given its plain and ordinary meaning—without delay,” Pimentel wrote.

He pointed to both the English and Filipino translations of the Constitution, noting that the official Filipino term for “forthwith” is “agad,” which conveys immediacy.

“The Senate’s duty is clear—to act on this matter without any delay,” he added.

Escudero, however, has denied allegations that the Senate is stalling the impeachment proceedings. He explained that the trial can only begin once the Senate convenes as an impeachment court, which can only be done during the regular session.
