Sex offenders enter PH despite Holy Week-Immigration

The Bureau of Immigration (BI) said it officers stationed at international airports has recorded more attempts of registered sex offenders (RSOs) to enter the country.

In a report to Immigration Commissioner Norman Tansingco, the BI frontline officers said that it has turned back four sex convicts who sought admission as tourists in separate occasions this March.

Excluded last March 16 at the Mactan Cebu International Airport (MCIA) was American Chad Heitz, 44, who arrived aboard a Cathay Pacific flight from Hong Kong.

It was learned that a US district court in Michigan convicted Heitz in 2013 on one count of criminal sexual misconduct wherein the victim is a 15-year-old minor.

Barred last March 22 at the Ninoy Aquino International Airport (NAIA) Terminal 1 was another American identified as Vincent Mariano Espinal, Jr., 39, who flew in via a Philippine airlines flight from Guam.

Espinal was convicted in 2008 in Guam for one count of third degree criminal sexual conduct as a second-degree felony. A 2009 news article described him of being accused of having sexual relations with a female minor.

Good Wednesday saw the arrival of British man Malcolm Frederick Beaumont, 79, who arrived on board an Emirates flight from Dubai.

Beaumont was convicted in 2012 and in 2017 for making indecent images of children.

On Maundy Thursday, another American sex offender was barred after arriving on board a United airlines flight from San Francisco.

The man, identified as Ennis Cheko Montgomery, 55, was convicted in 1989 for predatory criminal sexual assault with his victim being only 11 years old.

All four were denied entry to the country and were included in the immigration blacklist, effectively banning them from entering the country.
