SAN FRANCISCO, Agusan del Sur (December 17) — Surigao del Sur First District Rep. Romeo S. Momo Sr. has formally tendered his courtesy resignation from the Bicameral Conference Committee deliberating the proposed 2026 national budget, citing respect for democratic institutions and his commitment to public service.
In a statement posted on social media, Momo said the decision followed “deep reflection” and was made with full awareness of his responsibilities as a legislator.
He emphasized that the move was neither impulsive nor an admission of guilt, but a reaffirmation of values such as honor, integrity, accountability, and respect for democratic processes.
The resignation came after lawyer Mary Helen Zafra questioned Momo’s continued membership on the bicameral panel, urging House Speaker Martin Romualdez and President Ferdinand Marcos Jr. to act on the matter. Zafra, together with Catholic priests from the Diocese of Tandag, recently filed a plunder and graft complaint against Momo before the Office of the Ombudsman.
Zafra said allowing Momo to remain part of the committee responsible for reconciling the House and Senate versions of the national budget raised serious concerns, given the gravity of the allegations.
Momo, however, affirmed his confidence in the legal process and his willingness to face any investigation. He also stressed that he would continue performing his duties as a House representative and serve his constituents in Surigao del Sur’s First District.
The Bicameral Conference Committee plays a critical role in finalizing the General Appropriations Bill, which funds national programs and priorities for the fiscal year. Momo’s resignation temporarily removes him from budget deliberations but does not affect his broader legislative responsibilities.
