Court fines ex-brgy execs for failure to liquidate funds

DAVAO CITY (May 31) — Metropolitan Trial Court, Branch 43, Quezon City Presiding Judge Don Ace Mariano Alagar sentenced two former village officials for failure to liquidate public funds.

Alagar found former Barangay Chairman Filemon San Antonio and Barangay Treasurer Alma Rigor of Barangay Sikatuna Village, Quezon City, guilty beyond reasonable doubt  for failure to account public funds.

They were sentenced to pay a fine of P1,000 each.

During their re-arraignment, the accused, assisted by counsel, were informed of the nature and cause of the accusation against them and manifested their intention to change their plea from “not guilty” to “guilty”.

Investigation found that in 2007, San Antonio and Rigor failed to submit various supporting documents for the disbursement of funds amounting to P1,158,752.38 within a period of two months after such accounts should have been rendered.

Under Article 218 of the RPC, any public officer, whether in the service or separated by resignation or any other cause, who is required by law to render account to the Commission on Audit, or to a provincial auditor and fails to do so for a period of two months after such accounts should be rendered shall be held liable for Failure to Render Accounts.-Jiann A.
