DAVAO CITY – After a nine-month hiatus due to a legal dispute, Board Member Ariel Macla has officially returned to his role as the Indigenous Peoples Mandatory Representative (IPMR) in Davao Del Norte. This development follows a recent certification of affirmation granted by the National Commission on Indigenous Peoples (NCIP) XI, in response to a writ of mandamus issued by a local court.

Effective September 25, Macla is now able to participate in the regular sessions of the Sangguniang Panlalawigan (Provincial Council) once again. His journey to regain his position as IPMR was marked by legal battles and challenges.

This marks the second time this year that Macla has emerged victorious in the selection process for IPMR. He originally secured the role in January after being chosen by tribal chieftains and IPMRs from various municipalities and cities in Davao Del Norte.

However, his nine-month absence from the Sangguniang Panlalawigan was due to opposition from fellow board members who contested his eligibility. Macla’s request for a certificate of affirmation from NCIP XI Regional Director Mumar Mamukid was denied during this period.

To resolve the impasse, Macla filed a petition for a writ of mandamus with the Regional Trial Court, compelling NCIP to issue the certificate. The court’s decision favored Macla, leading to his recent return.

Governor Edwin Jubahib welcomed Macla’s return, emphasizing the importance of ensuring proper representation for the indigenous communities in the Provincial Council. He expressed hope that Macla’s presence would help strengthen programs and services aimed at improving the well-being of the indigenous population in the province.

Ariel Macla’s journey back to his role as IPMR in Davao Del Norte reflects the challenges and legal processes involved in securing indigenous representation within the local government.
