Davao City establishes Local Road Inventory Committee

DAVAO CITY, Philippines — In a move to improve the management and accounting of local roads, the City Government of Davao has issued Executive Order 23, Series of 2024, establishing a Local Road Inventory Committee (LRIC).
The EO was signed on June 21, 2024, the order aligns with the directives of the Commission on Audit (COA) as outlined in Circular No. 2015-008.

The COA Circular mandates comprehensive accounting guidelines for local road and road network systems, covering initial recognition, subsequent measurement, and derecognition. This ensures that all roads are accurately valued and recorded, facilitating the transition of local road accounts from the Registry of Public Infrastructures to the LGU’s books of accounts.

Purpose and Structure of the Committee

The primary task of the LRIC is to conduct an extensive inventory of local roads under the jurisdiction of Davao City. The committee will compile a Report on the Physical Count of the Local Road Network System (RPCLRN), ensuring all road assets are documented and properly accounted for.

According to Section 1 of the executive order, the committee will be chaired by the City Mayor, with the City Administrator serving as co-chairperson. The committee comprises representatives from several key offices:

  • City Accountant’s Office
  • City Assessor’s Office
  • City Engineer’s Office
  • City General Services Office
  • City Planning and Development Office
  • Task Force on the Inventory of Real Properties (REFTAF)

Responsibilities and Functions

Section 2 outlines the LRIC’s responsibilities, as prescribed in COA Circular No. 2015-008. Each member office has specific roles to ensure the accurate and thorough inventory of the local road network. The detailed functions include:

  • City Accountant’s Office: Overseeing the financial documentation and valuation of road assets.
  • City Assessor’s Office: Providing data on property valuations and classifications.
  • City Engineer’s Office: Conducting physical inspections and technical assessments of road conditions.
  • City General Services Office: Managing logistical support for inventory activities.
  • City Planning and Development Office: Integrating road data into urban planning and development strategies.
  • REFTAF: Coordinating the overall inventory process and ensuring compliance with audit requirements.

The creation of the LRIC signifies Davao City’s commitment to enhancing the management and accountability of its road infrastructure. By adhering to COA guidelines, the city aims to maintain a reliable and accurate record of its road assets, supporting better planning, maintenance, and resource allocation.
