Davao City to enforce No-Backpack Policy during Kadayawan Festival

DAVAO CITY (August 9) – The Public Safety and Security Office (PSSO) announced that the no-backpack policy will remain in effect for the Kadayawan Festival, following consultations with the city’s security cluster.

PSSO Head Angel Sumagaysay told Davao City Disaster Radio that the measure is a proactive step for public safety. “We’ve agreed not to make changes to our current protocol—backpacks will still be prohibited,” he said.

The policy stems from Executive Order No. 41, Series of 2020, which promotes a “culture of security” among Dabawenyos, and is reinforced by Ordinance No. 048-22, Series of 2022. These laws mandate strict bag inspections and allow for the regulation of bags, boxes, and similar items during major events.

Sumagaysay added that security forums with the hotel, transport, and accommodation sectors are ongoing to ensure the safety of key areas during the festivities.

He also noted that there are currently no direct threats to the city, which remains insurgency-free, and thanked the public for their continued cooperation in maintaining security.
