NAPOLCOM Vice Chair Supports One-Year Extention of PBGen Hansel Marantan’s Service

MANILA, Philippines — National Police Commission (NAPOLCOM) Vice Chairperson Ralph Calinisan has expressed support for extending the service of Hansel M. Marantan by one year, saying the regional police director’s accomplishments make him deserving of the rare privilege provided under the law.

In a statement posted on his social media account, Calinisan said service extensions for police generals are neither unprecedented nor exclusive to Chiefs of the Philippine National Police, stressing that such extensions are reserved only for officers with exceptional records of public service.

“There is no question in my mind that General Marantan, given his countless accomplishments, must be extended for one more year. We need more of him in the police service,” Calinisan said.

Marantan currently serves as Regional Director of Police Regional Office 4A and is due for compulsory retirement upon reaching the mandatory retirement age.

Calinisan cited Section 39 of Republic Act No. 6975, which authorizes the NAPOLCOM to retain police officers holding the ranks of Police Brigadier General, Police Major General, and Police Lieutenant General in the service for a non-extendible period of one year beyond the compulsory retirement age.

He said the provision has been applied in the past, recalling that his father, the late Roberto L. Calinisan, became the first police general to receive a one-year extension for meritorious service.

According to Calinisan, then-President Joseph Estrada approved the elder Calinisan’s extension in January 2000 while he was serving as Regional Director of Police Regional Office 3. Originally set to retire in April 2000, Roberto Calinisan remained in service until April 2001 after local chief executives, church leaders, and civil society organizations in Central Luzon endorsed his continued service.

Calinisan described his father, popularly known as “Mr. Clean,” as a respected police officer recognized for his relentless campaign against criminal syndicates and rogue police officers.

He emphasized that the authority to grant extensions should be exercised only in exceptional cases.

“Extensions are only for a select few. Only the deserving must be extended,” he said.

Department of the Interior and Local Government Secretary Jonvic Remulla earlier recommended a one-year extension for Marantan’s service. The proposal remains subject to the approval of the proper authorities.
