DAVAO CITY — PHILIPPINE National Police (PNP) Chief Guillermo Eleazar was all praises on Davao del Norte Governor Edwin Jubahib’s initiatives to support the government’s peace and order campaign, including the declaration of the Communist Party of the Philippines-New People’s Army (CPP-NPA) as an “organized crime group.”
In a visit to the governor’s office recently, Eleazar repeatedly nodded his head as Brigadier General Filmore Escobal, PNP Regional Police Office 9 chief, narrated what Jubahib has done that made the implementation of “End local communist armed conflict (ELCAC) easier.
“Ok ah, it’s good, that’s beautiful,” was the constant reaction of the police chief to the Escobal’s briefing.
Among Jubahib’s initiatives were having the Regional Peace and Order Council (RPOC-XI) declare the CPP-NPA as an “organized crime group” and passing the passing of a resolution that closed the United Church of Christ-Haran Center for child abuse, which authorities said has been used to recruit Indigenous Peoples (IPs).
Jubahib moved the two resolutions, which were immediately approved by RPOC-XI during its regular meeting in January 2020.
Escobal added that the governor was also instrumental in the surrender of rebel leader Datu Guibang Apuga; the rescue of IPs from UCCP-Haran Center and building 400 houses for them; implementation of the province’s KAAGAPAY livelihood program; continued support of the provincial government to the police; and others.
Eleazar was on a visit to the Davao del Norte Police Provincial Office (DNPPO), wherein he also officiated the oath-taking of officers and members of the Lingkod Bayan Advocacy Support Groups and Task Force Multipliers.
The PNP chief said that aside from the continued capability building within the PNP organization, the support of local government units is needed to initiate and strengthen the cooperation of the civilian sector in helping the peace and order efforts.
While admiring the discipline and cleanliness showed by the police stations under DNPPO, Eleazar also encourages the police in the province to continue supporting him in eradicating police scalawags, who stained the image of the PNP.
