Simultaneous raid of Kapa offices in Mindanao, operatives accused of taking cash

DAVAO CITY (June 11) —Joint operatives from Philippine National Police (PNP) , National Bureau of Investigation and Criminal Investigation and Detection Group (CIDG) simultaneously raided the offices of Kabus Padatuon (KAPA) Community Ministry International in various areas in Mindanao.

The series of raids came after President Rodrigo Duterte on Friday night ordered authorities to close Kapa and the likes citing that easy investment schemes is prohibited under the law.

The Kapa started collecting investments from the public with a promise of 30 percent interest every month while other investment schemes promise a return of as high as 400 percent in 30days.

Authorities were armed with Search Warrant when they swooped the satellite offices of Kapa. The court found probable cause to believe that the Kapa violated Republic Act 8799 otherwise known as the Securities Regulation Code.

Simultaneous raids:

On Monday, June 10, the National Bureau of Investigation (NBI) raided a satellite office of Kapa Zone 5, Igpit, Opol town, Misamis Oriental.

NBI agents served a search warrant against Kapa, represented by Analiza Dangcalan, the alleged Kapa area manager of the Misamis Oriental branch. 

On the same date and time the NBI raided a satellite office of Kapa in Tagum City, hours after the NBI and CIDG raided the house of the founder of Kapa founder Joel Apolinario in General Santos City.

Some investors on various Facebook accounts accused the raining team of taking away cash from the offices they raided.

A facebook user shouted “Ilang gilimas ang kuarta namong mga kabus, ilang gikawat (They took away poor man’s money, our money, they they stole it.”

On its Facebook page, Kapa claimed that their ministry is facing oppression and harassment.

“We need to counter this through prayers for we believe that it is the only powerful weapon that we have in this time of crisis,” Kapa said in a statement posted on the company’s Facebook account.

Davao del Norte PNP Director Colonel Ferlu Silvio belied reports of looting among operatives. He told NewsLine.ph “We found tattered cash in a plastic bin, parang may nakapindot na may raid, ang naiwan yong mga putol na pera sa trash bin, mga computers nila wala ng mga data, even their CCTV recorders empty na, that is as far as I witnessed, marami naman ang nakakita, even journalists and radio reporters were present.”
