Navy busts P39.8M smuggling ops, boosts coastal safety in Zamboanga, Basilan

ZAMBOANGA CITY (December 16)  — A series of naval interdictions that netted nearly P39.8 million worth of smuggled cigarettes is being seen as a boost to community safety and coastal security in Zamboanga City and Basilan, areas long vulnerable to illicit maritime activity.

The Philippine Navy’s Western Mindanao Naval Command (WMNC) seized the contraband in three separate maritime operations conducted between December 9 and 14, as part of intensified patrols to curb smuggling and protect coastal communities.

Rear Admiral Constancio Arturo Reyes Jr., WMNC commander, said the operations targeted suspicious vessels whose activities pose not only economic threats but also safety risks to residents and legitimate sea travelers.

“These operations are part of our continuing efforts to deny criminal networks access to our seas and protect our coastal communities,” Reyes said.

The biggest haul occurred on December 14, when naval forces intercepted a fishing vessel about 10.5 nautical miles southeast of Tolonpisa Island, Basilan. A Visit, Board, Search, and Seizure (VBSS) operation led to the arrest of five crew members and the confiscation of 519 master cases and 12 reams of undocumented foreign-brand cigarettes valued at P29.9 million.

Two days earlier, WMNC operatives stopped a motorboat carrying 137 master cases of cigarettes worth P2.9 million near Barangay Recodo, Zamboanga City. Reyes said the vessel was traveling at high speed and without navigational lights—conditions that pose dangers to other sea users, including fishermen.

Another interdiction was conducted on December 9, when naval personnel apprehended a motorboat 3.7 nautical miles northeast of Kaulauanauan Island, Basilan, seizing 120 master cases of undocumented cigarettes worth P7 million.

Security officials noted that smuggling routes are often linked to other maritime crimes and can undermine public safety by funding illegal networks and increasing risks of accidents at sea.

All confiscated cigarettes, vessels, and crew members were turned over to the National Bureau of Investigation–Western Mindanao Regional Office 9 for proper disposition.

Reyes said the recent successes reinforce WMNC’s role in strengthening coastal security, protecting legitimate maritime livelihoods, and safeguarding the country’s maritime borders in support of national security goals and the Comprehensive Archipelagic Defense Concept.

For coastal residents, officials said sustained maritime patrols help ensure safer seas for fishing, transport, and daily economic activity—key to long-term stability in Western Mindanao.
