COTABATO CITY (March 19) — To strengthen grassroots leadership and child protection, the Ministry of the Interior and Local Government (MILG) held an empowerment forum for Sangguniang Kabataan (SK) officials of this municipality on March 7, focusing on local governance and the implementation of Republic Act 11596, also known as the Anti-Child Marriage Law.
Organized in coordination with the Local Government Unit (LGU) of Old Kaabakan, Special Geographic Area (SGA) and the Integrated Mindanaons Association for Natives (IMAN) Inc., the event gathered youth leaders from Barangays Nangaan, Simone, Simbuhay, and Tamped.
Participants engaged in intensive sessions designed to clarify their legal mandates and roles within the community, strengthen responsible financial management, and understand the youth councils’ role in safeguarding the rights and welfare of children under the new law.
Old Kaabakan LGU underscored the long-term impact of the training on community building. “By providing the youth with the right information, we encourage them to actively defend their rights and welfare. Their role is significant in shaping a safe and responsible community,” the LGU stated.
Officials further emphasized that educating the youth on the implications of child marriage is vital, as the practice directly affects their education and future prospects.
Discussion on the Republic Act 11596, or the Anti-Child Marriage Law, signed into law in 2021, was one of the higlights of the event. Under this legislation, marriage of minors across all religious and cultural affiliations is strictly prohibited, imposing heavy penalties on those who facilitate or solemnize such unions, with additional administrative sanctions for public officials found to be involved in the practice.
The Bangsamoro Government, through the MILG, remains committed to ensuring that the SK serves as a proactive advocate for youth welfare while upholding the effective implementation of laws throughout the region.
